100% Proportionality

The website will be updated to propose 100% proportionality as the default for PREVAIL. This is achieved by setting a zero per cent limit on the lower threshold for transfers. As well as transfers to the second and third parties, there can be transfers from further down the line to fourth parties and beyond. The extent to which this is necessary would vary from election to election. In the general election of 2024, fourth party transfers would have been required to bring the Green Party up to their quota of 45 seats.

In addition, the recommendation would be that there would be no transfers above the quota cut. Thus each over quota party would be allocated its best seats as its quota and all of those beneath the quota cut would be transferred.

Overall this is much more intuitive. It requires the public to accept that their vote is for parliament and the formation of a government and that who is elected as the MP for their constituency is a secondary consideration.
